"I want to acknowledge and express great appreciation for the volunteer effort Mrs Mateus gave to Elgin Mental Health Center. She did what the state could not do. She developed and maintain a beautiful landscaped area adjacent to the Kilbourne Building. This project span many years and she did all the work by herself. Her skills were the envy of many gardeners. Her dedication and many volunteer hours were the inspiration to others to give selflessly of their talent and time for the good of us all. Her efforts will be remembered by those that enjoyed the beauty she created."
